A student who qualifies for a change from out-of-state to in-state residency for tuition purposes must file a petition for change of residency before the Official Date of Record of the traditional term in order to be reclassified as a resident. All documentation must include the student’s name and address. No Internet, computer, or fax copies will be accepted. Documentation must establish that the person is domiciled in Texas and has maintained a residence in Texas continuously for 12 months prior to the census date. High school students/dependant students must provide parent’s tax returns for the previous year with student listed as dependant.
I. Gainful Employment in Texas for 12 months prior to census date:
(Provide only one from list)
- Letter from employer showing employment dates that encompass 12 months
- Pay stubs for 12 months
- Letter from social service agency in Texas showing 12 months of services prior to census date
OR
I. Documentation, which (if accomplished and maintained for the 12 months prior to the census date of the term in which the person enrolls and if accompanied by at least ONE type of document list in Part II), can Support the Establishment of a Domicile and Demonstrate the Maintenance of a Residence in Texas for 12 Months.
(Provide only one from list)
- Title to real property
- Marriage Certificate with documentation to support spouse is domiciliary of Texas
- Ownership of a business in Texas
- State or local business licenses to conduct a business or practice in this state
AND
II. Maintenance of a residence in Texas for at least 12 months prior to census date:
(Provide only one from list)
- Texas driver’s license or Texas ID with expiration date of not more than 4 years (no temporary paper copies)
- Lease or rental of real property, other than campus housing, (all pages and no hand-written leases) in the name of the person or the dependent’s parent for the 12 months preceding the census date
- Utility bills for the 12 months preceding the census date (e.g., electricity, water, or gas)
- Bank statements reflecting a Texas address for the 12 months preceding the census date
- Texas voter registration card that has not expired
• Transcript from a Texas institution showing presence in the state for 12 months preceding the census date
- Texas high school transcript for full senior year preceding the census date
- A current credit report that documents the length and place of residence of the person or the dependent’s parent
- Written statements from the office of one or more social service agencies, attesting to the provision of services for at least the 12 months preceding the census date
- Cancelled checks that reflect a Texas residence for the 12 months preceding the census date

Students must make written application for reclassification from out-of-district to in-district. A change of residency petition must be submitted with two different types of supporting documentation. All documentation must be current and include the student’s name and address. No Internet, computer, or fax copies will be accepted. Changes made after the Official Date of Record of the traditional term will be effective the following term. Changes are not retroactive to prior terms.
- In-district high school transcript (graduation date of 1 yr or less)
- Texas driver’s license or Texas ID (no temporary paper copies)
- Texas voter registration
- Original Apartment Lease Agreement (all pages and no hand-written leases)
Lease must include the student’s name and period covered. No copies accepted
- Property tax payments for the year preceding enrollment
- Bank statements from a Texas bank **
- Automobile insurance
- Vehicle registration
- Credit Card statements (e.g., MC, Visa, AMX) **
- Cellular Bills **
- Residential utility bills (e.g., electricity, water or gas) **
* In-District consists of HCC Taxing District:
- Houston ISD
- Stafford MSD
- Part of Missouri City

Foreign Students
In addition to the requirements above, a foreign student must provide documentation for visa type. Students must wait 12 months from the date of issue when changing to a visa eligible to domicile.

A, E, G, H1B, H4 (dependents of H1B), I, K, L, N, NATO, O1, dependents of O1, O3, R, T, TPS, U, and V
