Interim Administrator Appointments

Dear HCC Family,
I am pleased to share the news of two Houston Community College (HCC) interim administrator appointments that will occur in April 2024.
Dr. Rima Adil will serve as Interim Vice Chancellor, Student Services. Dr. Adil brings over 18 years of experience in higher education administration. Her experience spans over multiple areas, including student services, teaching, instructional support, grants, program development & assessment, and strategic enrollment management. Beyond her dedication to student success, Dr. Adil is committed to community enrichment. She actively engages with the community and serves on the boards of the National Council of Student Development, United Nations Association, World Chamber of Commerce, and Leadership Houston. Her professional qualifications, leadership and educational achievements which include an Ed.D. in Higher Education from Texas Tech University, Lubbock, a Master of Business Administration from the University of Houston, Victoria, and a Bachelor of Science from the University of Houston make her an ideal candidate for this critical role.
Mr. Warren Hurd will serve as Interim Vice Chancellor, Administration and Operations. Mr. Hurd brings over 20 years of higher education experience. He previously served at HCC for 13 years as Executive Director, Instructional Administrative Services, and previously as a college Operations Officer. His tenure at HCC proved his innovativeness in ensuring organizational effectiveness and efficiency. Most recently, he served as Vice President of College Services at the Northeast Lakeview College within the Alamo College District. In addition to his solid professional background, Mr. Hurd holds a Master of Business Administration and a Bachelor of Science in Occupational Education from Wayland Baptist University. Mr. Hurd will temporarily oversee Information Technology, Police and Facilities, as we review permanent leadership changes in the Finance and Administration division.
Dr. Frances Villagran-Glover will return fulltime to her role as President of the HCC Southeast College where she has served since October 2021. She has been working in a dual role for the college since June 2023 and has exemplified extraordinary talent, vision, and leadership. We thank Dr. Villagran-Glover for her commitment and dedication and look forward to her continued leadership and success as she resumes her sole role as president of the Southeast College.
